The idea of a capacitor bridge does not make any sense to me but no matter, you cannot get more power out of the panel than it has available. It seems that the panel is made up of two 6 volt, 70 mA sections. In series it produces 12 volts and in parallel it produces 6 volts at 140 mA. The only possible way to get more current out would be to concentrate the sun's rays with a reflector or magnifying glass.
