Hi. Yes, it usually means either one or more of the output trannies have gone, but that would also mean that one or both of the fuses have gone, which affects both channels at the same time, i believe. If they are intact, you have a failure on the preamp board and they can be a plain pain in the ass to repair, as the trannies are almost impossible to find. I have been working on a pl 400 II for several weeks! With no load on the channel, there is enough power to run the meters but when loaded, the protection circuit shuts the channel down. Wondering whom you bought it from. Good luck. I have a Service Manual for this unit if you need it - it is currently up on eBay! :)
