You must insure that the voltage at the diff amp input does not exceed the commmon mode range. That usually is done by making the lower end of the voltage divider the same as ground for the diff amp, but could be common to the minus supply (assuming the 100V is positive) and also assuming that the two circuits don't have a common ground anyway.
