You will need a BCD counter. One way to do that is divide by two and divide by 5. Look up 7490 for an idea.

Switching the input signal will start & stop the clock but you may want to insure that the switch time occurs when the signal is zero.

The 7447 bcd to 7-segmant decoder will drive the display. You have to look up the data sheets for these devices and figure out to use them, I cannot do that for you.
