I will guess you need about 750 milliamps current, go for a 1 amp transformer secondary (12 volts center-tapped)and full wave rectifier. A digital voltmeter is not an IC but you can buy a module from Mouser for about $55. If you get the 20 volt model, you will not need a voltage divider, but get the datasheet and check it out before buying.
