Your resistor from V+ and load resistor form a voltage divider. The capacitor will charge to the voltage determined by the resistor ratio, or else there is something wrong with your implementation. Was your experiment with physical parts or with CAD (SPICE)?

What voltage rating was the zener? Zeners with voltage below 6.2 volts are "soft" and will show lower voltage than the rating unless the rated current is flowing.
