An LM555 timer IC will deliver 200 milliamps and can be designd for on/off (duty cycle) and frequency in the range you need. If you need more current, add an NPN emitter follower. You can find a BASIC program at this site which you can download and run: http://www.geocities.com/russlk/basic/timer.txt
To download, use FILE, SAVE AS. The program will provide the schematic, you specify frequency, duty cycle, supply voltage, etc.
