Hello. Re your query -- it is not desirable to connect output signals from your computer directly to other powered devices where there is a common signal line (e.g. a signal ground). The most practical way is to use an isolating device, such as an opto-coupler, which provides an signal which has no direct electrical connection with the motherboard. This signal can then be configured to switch on, or off, whatever type of electrical circuit is desired.

You do not mention under what conditions your computer is to send a signal. Do you have an existing interface board with dedicated port ? -- or is there some other method you may wish to investigate.
