If you have any problem with ADC's power supply, use a seperate regulator for the ADC(One regulator only for ADC). You can generate your ADC's reference voltage from mentioned regulator. So you won't have any problem with reference voltage.
If you have only problem with Vref, using a reference diode (LM336) will solve you problem.
