How you do it depends on how fast the phase is changing. For relatively fast changes, use a phase lock loop to provide a reference, feed the reference and signal into an OR gate. The pulse width of the gate output will be the phase angle. If the phase change is very slow (minutes per cycle), use a crystal frequency for reference.
