The battery charger is probably a constant voltage source, so it is not ideal. You can improve the welding characteristic by putting a large (physically large, you won't be able to get very high inductance) inductor in series with the welding cable. Somthing like 20 turns #4 wire on a 3 inch PVC pipe. I made a welder out of a 400 amp, 28volt DC aircraft generator which worked well.
