I'm beginning to think I've misunderstood your question. I took it that the ground plane(s) occupied layers other than those of the signal carrying foils. That could certainly be the case with external layers.

What I don't seem to grasp is the phrase "pour right up to the pads and possibly between them". Can you e-mail a sketch to me showing the situation you have?
