Hi Gary,

This sounds like the kind of project that is suitable for implementation using a micro-controller with built-in A/D converter, e.g PIC16C73 or similar.

Microchip publish source-code examples for a variety of interfacing standards (like SPI, I2C, async serial - I guess dot matrix display modules can be used with one of these), and also code for using the A/D converter; this can give you a head-start with the programming. I expect other microcontroller manufacturers offer similar support on their websites.
