Hoping for suggestions on a circuit design I need...

I have a sine wave carrier, say 16kHz, PSK (0/1 => 0/180 deg) modulated at 2kHz. I want to extract (PLL, etc.) a 16 kHz square wave reference clock, synced to the carrier.
