Subject: Circuit for wind generator

I am trying to get some one to design (make) a circuit for my wind generators. It is essentially a voltage regulator, limiting the current to appr. 14 volt from my generator to the battery, also, when exceeding this voltage, to be able to feed excess voltage back to the generator, and subsequently slow the speed, and in reality word as a constant speed generator. Does anyone have any ideas.
