Subject: DC-DC converter design without an inductor at CMOS level

Is it possible to design a DC-DC converter (using CMOS process) without using any integrator. To be more specific, I have to step up a +5V supply to +15V and -15V in an ASIC.

Any good pointer in this direction will be highly appreciated.
