Subject: 9 Volt Split

I am currently working on a lighting project for my Radio Controlled Airplane. What I need to accomplish is splitting a 9 Volt source to a 3 Volt and a 6 Volt supply. I have tried Resistors, and even the lowest resistor that I used made the system not work. Currently I am using LED's as resistors. This works, but it drains power and is impractical. Should the power be reduced prior to the Switch? or before the lights? This is my first electrical project and I would like to get it right. Any help would be appreciated. Thank You.
