The wide current range is a problem. A resistor that will produce a sense voltage at 5mA will have excessive drop at 15 Amps. A resistor in parallel with a schotkey diode would limit the voltage drop to 1/2 volt. Use an LM311 comparitor to operate a buzzer using the 9.6 volt battery as power source. A high resistance voltage divider will turn the LM311 on when current flow through the diode stops.
