Several possibilities come to mind: 1. A PLL could be designed with narrow bandwidth to discriminate between 2400 & 2418 Hz. See my website for design info: http://www.geocities.com/russlk/
2. A frequency discriminator could be designed, either in analog or digital.
3. Use an oscillator at 2409 Hz and determine if the signal frequency is higher or lower.
