You probably want to differentiate between cars, so an AM transmitter with different frequency tone modulation would work. The receiver would have bandpass filters so that, if two cars came around at the same time they could still be counted. Radioshack.com sells a small transmitter that operates on 1.5 volts and costs less than $10. The matching receiver also coste less than $10. Part numbers are: 900-6896 & 900-6895. The max range is 200 meters but reducing to 4 meters should not be a problem.
