Subject: I need someone to help design a circuit

I was wondering if anyone out there does any design work? I have an idea of something
that I want built but I know nothing (literally, no on second thought absolutely nothing) about electronics. What I am after
is a row of say 18 small LED bulbs with 6 red and 12 green. I need them
to light up one after the other down the line and then repeat. Here is
the tricky part, i need to be able to adjust the timing independently
for both colors so the time it takes all the red bulbs to light will be
either 1.5, 2, 2.5 or 3 seconds, and for the green bulbs 3, 3.5, 4,
4.5, 5 seconds. Please let me know if you can design one of these, the
cost for the design only and the cost to produce one.
