The thing is, the black wire is positive or negative relative to the white wire. The peak to peak voltage is 1.41*RMS*2. If you connect a pair of rectifiers to the black wire, one connected to anode, the other to cathode, and with a capacitor to hold some charge, you will measure 322 volts between the capacitors on a 115 volt circuit.
