I think you meant AC not DC. Two 7.5 volt zener diodes in series opposed, with a limiting resistor will give a constant 16 volts p/p which you can attenuate as needed. I don't recommend using 3.5 volt zeners because they have a soft turn on characteristic and the voltage will be a function of the current.
