Subject: Converters from gyro compasses to data steam

I am corrently studying for my degree in electronics and telecommunications. For my major project I want to design a test box the can be plugged into a PC and display all inputs. The part at which Ii am stuck is that a gyro compass outputs a DC voltage and depending on the type the phase voltage may vary between 24v dc upto 240v dc. What I am trying to find is a circuit thatwill give me a fixed out put of 8v regardless of the input. With this I will then use the output into some IC's to give me rotation of the gyro, and by monitoring the input Ii can get the voltage as well.
