If the input to the op amp is a linear function of the short circuit current and time, and the output of the R-C filter goes to a trigger, then the time to crowbar will be a linear function of the short circuit current*time product. The inverse function that you are seeing is due to some othe part of the circuit. Perhaps the trigger is rise time dependent, or there is a diode somewhere that is affecting the delay.
