Have you thought of using a 'smart' power FET, with built-in protection? (current limit and power dissipation). That would be a one-package solution, instead of adding parts to implement a fold-back limit. These devices are made by:

Infineon Technologies - they call theirs 'PROFET'
International Rectifier - 'SMARTFET'
ST Microelectronics - 'OMNIFET'

and doubtless a few others.
