If you want to know: Is it working? Versus : Does it meet specifications? Try this:

Connect pin 14 to VCC, pin 7 to GND. The sources are internally connected. Connect the drains pins 13 & 8 together and also pins 1 & 5 together. Now connect a resistor (around 100K or 1 meg) from pin 6 to pin 8 and pin 5 to pin 3 and pin 12 to pin 10. Measure the voltage at pins 8, 5, & 12. It should be about Vcc/2 for each stage that is working.
