Subject: Conversion of PWM to an average DC level

I am trying to convert a PWM signal driving an automotive
actuator to a smooth average DC level.

The duty cycle varies from 20% to 50% with a period of 2ms
with an on voltage at 0V and an off voltage at +14V (low
side switched).

The average DC signal will be used to control the gain of an
amplifier (OTA) and needs to be smooth.

I have tried a passive LPF (10k ohm and 10uF) but the output
only has a small voltage swing with alot of noise on it.

Is there any other better way of doing this ?
