Subject: Need help designing AC circuit to produce 150 watts across resitive heaters

I am in need of help to design a circuit to give constant power across
4 resistive heaters (R1-R4) from one 120V - 20A Breaker. All or some of the
heaters can be on at one time, and I need 150 Watts of power across each
resistive heater and not to exceed 4 amps in each such that the breaker blows
all the time. A psuedo schematic is given below.

102V/20Amp breaker --------|---/ -----R1------to rest of device
|---/ -----R2------to rest of device
|---/ -----R3------to rest of device
|---/ -----R4------to rest of device

R1-R4 are all ~1.5 Ohms in resistance.

Any and all help is appreciated.
