Try a 4020 IC. It is a counter with a built in variable clock oscillator. A National Semiconductor book would have the pin layouts.
I used this chip to make a halloween mask with blinking/flashing eyes and nostrals for my son several years ago. If I remember right it only took 2 AA batteries to operate it. Be sure to use low current high efficiency LEDs. The current requirement for them is only a couple of mA.
