Two FCC Publications may help you.
OET BULLETIN NO. 63 Titled,"Understanding the FCC Regulations for Low-Power, Non-Licensed Transmitters.
This publication has a lot of information that includes the spectrum from about 9Khz to beyond 30Ghz. Lists the frequencies the maximum field strength and licensing requirements.
OET BULLETIN NO. 61, titled,"The FCC Equipment Authorization Program for Radio Frequency Devices.
