Ben, I don't have the complete texts of the FCC rules on hand, but from what you've quoted, it is my view that what I understand you are planning would be in violation of those rules. A automoble is simply not a "model craft". I cannot see my way clear to advising anyone regarding accomplishing that goal.

What I might suggest instead would be to use infrared as your communcations venue rather than RF. Multi-hundred Hz modulation tones could be used as you mentioned earlier and you'd certainly have no problems with legalaties.
