Hi, Mike.

I think that the following op-amp circuit may be what you need.

From the inverting input to +5V, connect 10K.
From the inverting input to ground, connect 2.74611399K.
From the inverting input to the output, connect 132.5K.

Apply the 1.06 to 1.22V signal to the non-inverting input.

The resistor values shown are nominals. You'll need to work out the final values, but they should be in the same ratios as these values.
