The best way to produce a BPM counter is to use a microprocessor. Send the signal through a low pass filter to leave yourself with only the bass signal. You then want to produce a program which will clock every time there is an input, and count the time between that and the last input. Dividng this number into 60 will give the required output (the only time this will fall down is if the BPM's change dramatically throughout the song).
