Hello, Patrick.

Consider passing your squarewave signal through two separate paths. One would be a low-pass filter to extract the DC average and the other a divide-by-two pair of resistors. Use an analog window comparitor to compar the two. At 50% duty cycle, the peak voltage divided by two will equal the average voltage.
