you can use IC MC13137 or MC 2833 for transmitter and MC13135 for receiver.
But for transmitter, use transistor for modulator FM (i.e BF981) or 2n2222A, and BFR91A for buffer, 2SC2026 for driver (class A), 2SC2053 for class C and the final 1947

the output power of transmitter is 5 Watt and the coverage area is 15 km with omni bidirectional antenna.

The receiver is superheterodyne dual convertion with very low power, that is 2 - 5 Volt DC. It is very sensitive for receiveing signal.

For the remote, use code data signalling with FSK modulation as the baseband signal for the transmitter FM. Code data got from microcontroller, i.e ATMEL 89C51. It can 12 Bit.
