Hi Mike,
I believe I see the problem in your interpertation. You show a dotted line connecting the "ON" contacts with the N.O. relay contacts. Well, the "ON" contacts should be a N.O. pushbutton switch (just as is the OFF pushbutton switch). The "ON" switch latches one relay, supplying power to the motor, and the "OFF" switch energizes the other relay which removes power from the latched relay, causing it to unlatch. A much simpler design would be to use a N.C. "OFF" switch in place of the relay and N.O. switch.
