I'm afraid not. The noise cancellation microphone I mentioned is only good for cancelling pickup of ambient noise in the extremely small space occupied by the microphone itself in order to not send that noise out over an intercom or a radio link.

Cancelling the noise environment within a room is an entirely different matter. You would have to devise an audio source which could instanteously replicate the entire room's noise environment and provide cancellation energy, an utterly impossible task by any means I can imagine.

Having grown up in an apartment which had the Long Island Rail Road trains just beyond the back yard, I can understand the situation that you face.
