Subject: irig-b demodulator and decoder?

hi, everybody.

i'm about to create and irig-b decoder using fpga(as a burst decoder, or something like that), but my problem is analog electronics. i need to "demodulate" the irig-b signal from one gps receiver before i can use
it with my digital circuit; the signal is a pwm signal (with some fixed duty-cycles) modulated by a 1khz sine wave.

when the pwm signal is "0", the modulated signal has an amplitude that is about 30% of its regular amplitude (when the pwm signal is "1").

how can i demodulate that signal (that is, recover the pwm signal to use with my digital circuit)?
