You might want to try building an oscillator using a 555 timer or something crystal-based, whichever you see fit depending on your application. I believe you can achieve fast rise-fall times by routing the clock signal to a 74LS14 TTL Schmitt Trigger (or 4049/74HC14 if you prefer CMOS).
