Subject: Bar Code percentages

I've heard from several sources that UPC-A bar codes should not be printed at less than 80%.

Question #1) Is there a standard size at which UPC-A bar codes are generated such that a given percentage (E.g. - 80%) means the same thing to all parties involved?

Question #2) Is this "80% rule" an industry standard or just a helpful "rule of thumb"?

Question #3) Is there a similar rule regarding ITF-14?

Thanks for any help offered,
~Shawn
