Subject: Which polymer/resin can wet fluoropolymers?

I need to find a polymer/resin having good chemical resistance for impregnating a composite having a fluoropolymer (PTFE, PVDF etc.)binder. I tried a few liquid resins but found they were not penetrating/impregnating due to the fact that they did not wet the fluoropolymers. Does anyone have experience in this and be able to suggest a few resins or processing methods? Thanks in advance.
