It is going to be case by case situation.
The factors that you need to know are:

1) NIP pressure ( is the roller acting as a
driver roller or any pressure applied by the product rolling over it)

2) Speed of roller

3) Temperature of roller and product during movement

as far as adhesive goes any silicone based liquid adhesive will work for bonding. make sure adhesive has a long work life and cure time.
