The IPC A 610 is for inspection for populated card assemblies.

The J-STD-001 is both inspection and soldering to class three standards(a very tough class).
Also the J-STD-001 covers a lot more details, and is the parent standard over the IPC A 610. I other words IPC A 610 is just a small part of J-STD-001.
