I agree with Fahim. 4-20mA is a current source independent of the voltage within specified range of voltage. You can get 3 such parts free for asking from www.ti.com/ part numbers are XTR101 XTR110 etc.

You can also use a regulator LM78L05 with a variable resistance to generate a constant current source between 1mA to 100mA at a very low cost.
