First, your idea about a DC-DC is not wrong in that it would limit current to the battery in your (charging?) application. I wonder, though, if something is wrong in your system? What is the amp-hour rating of the battery?

Otherwise, sometimes a resistor is the simplest and easiest way to limit current and it works well for charging but it is not efficient like the DC-DC.

You might also try the analog board for this question.
