Probably the best micro is the PIC family from Microchip ( http://www.microchip.com )
These parts are low-cost and easy to get hold of (you can request free samples!).
The development environment is also free and there are many low-cost (some free) languages such as C, C++, Pascal, BASIC, and Forth.
They have built in peripherals such as SPI, USART, IIC so interfacing them to existing hardware is easy.
Their web site also has many application notes to get you started.
I have used these chips in many wireless applications.
