For delays of months or years, you will need digital pulse counting techniques, using a crystal-controlled clock source, if you want any reasonable kind of accuracy. Analog timers based on capacitor charging will not be accurate enough. A simple microcontroller should suffice. Get on one of the PIC or ATMEL AVR (my personal favorite) webrings, and you should find plenty of examples of such designs.
