Regardless of the response from the previous poster, blow-holes are not necessarily a cause for touch-up. It does depend on the type of product which you are building.

I suggest that you review some industry standard workmanship documents; start from there and append as necessary. The most widely used is probably IPC-A-610; more info at http://www.dynamixtechnology.com/ipcassem.htm.
