Subject: Rework or not Rework?

Can anyone point me to research / discussions on the subject of reworking printed circuit assemblies (PCAs).
There have always been suggestions from experts that touching up solder joint because of blow holes, pin holes etc. causes more hidden damage and latent defects than leaving them alone would.
We are trying to establish a standard, without lowering our already high workmanship standards.
Any comments?
